With more than 25 years of experience in human resources, Julie Bélanger-Belley founded Rebelleyus HR Consultations, a committed company that supports small businesses and community organizations in the management of their human resources issues. A portrait of a determined and passionate entrepreneur, at the heart of Manitoba’s Francophonie.
Originally from Montreal, Julie Bélanger-Belley holds a bachelor’s degree in industrial relations with a focus on human resources. Married to a military man, she worked in several Canadian provinces before settling in Manitoba in 2013.
After working as a human resources manager at the Université de Saint-Boniface, she decided in 2022 to go into business for herself. “It was a project I was saving for retirement, but the pandemic and family reasons accelerated the process,” she explains.
Rebelleyus Consultations RH, officially incorporated in 2018, really takes off in June 2022. The company offers customized HR services to non-profit organizations and their boards of directors, as well as to small businesses, often lacking a full-time HR department.

She is also regularly involved in mediation and conflict management, notably to defuse tensions or investigate delicate situations. “Employers and employees alike are often unaware of their rights and obligations. My job is to help them clarify all this and create a healthier working environment”, she explains.
For the second year running, Julie Bélanger-Belley will be offering two paid training courses in May, open to registration: a day on leadership on Tuesday, May 20, 2025, and another on team management and work climate on Thursday, May 22, 2025. Both courses are in French.
“These are topics I covered over two days last year, but this time I’m splitting them up to allow more people to take part, especially those who can’t spare two days in a row,” she explains.
She points out that the choice of May is strategic. “It’s the month that celebrates the human resources profession. Tuesday, May 20, marks International Human Resources Day. It’s also a quieter time for organizations, after the end of the financial year on March 31.”
These training courses are in addition to those she offers throughout the year at the request of organizations or companies.
Alongside her business, Julie Bélanger-Belley is also a lecturer at the Université de Saint-Boniface, notably in the Business Administration program, in human resources. Demonstrating her entrepreneurial spirit, she also launched the Zen Fit fitness and wellness program in 2018.
Rebelleyus Consultations RH is officially bilingual, but its activities are firmly rooted in Manitoba’s francophonie.
Over the past three years, she has collaborated with a large number of bilingual organizations in the province, including the Fédération des parents francophones du Manitoba, the Centre Renaissance, the World Trade Centre Winnipeg, Accueil francophone, Santé en français, Sports en français, the Union nationale métisse Saint-Joseph du Manitoba, the Université de Saint-Boniface, the Chambre de commerce francophone de Saint-Boniface, CDEM, La Liberté, Envol 91 FM and many others.
“I’m committed to making a positive impact in my community. These organizations often have limited financial resources, but many HR needs. For me, it’s a calling.”
Alongside her entrepreneurial activities, she also writes radio columns on Radio-Canada’s Le 6 à 9, as well as columns in the Journal La Liberté.
CDEM played a key role in Julie Bélanger-Belley’s early career. During the pandemic, she attended its Business Start entrepreneur training course, which enabled her to structure her project. Since then, she has taken part in a number of initiatives, including training courses and events such as the job fair.
“CDEM is a key player in the community, particularly in supporting entrepreneurs. I greatly admire their work and often work in collaboration with them. Rebelleyus Consultations RH, for example, was present at their Speed-Jobbing Job Fair in March 2025.”
In November 2024, Julie Bélanger-Belley received the Distinction Prize (Prix Distinction) from the French-speaking Chamber of Commerce of Saint-Boniface, a recognition that testifies to her commitment, rigor and ability to make a real difference in her community.
When asked what advice she would give to a future entrepreneur, she answers without hesitation: “You need to be a good listener, patient and courageous. You can’t be afraid to knock on doors, to create your own opportunities and make collaborations. I think entrepreneurship, especially in a social and community field, is almost a vocation. You want to make an impact in your community.”
